The
introduction of the Quota Management System

the resources and then draw a flowchart of the process
behind the decision to introduce the Quota Management
System; |

a flowchart showing what processes you think should have
been followed before the introduction of the Quota Management
System. Then read the resources to see if they have left
anything out or if they can perceive any shortcomings
in the process that was followed. |

The
Quota Management System and current fisheries management
problems
Circumstances do not remain static, and the Quota Management
System has had to adapt to meet new problems that have
arisen.

For
example, the Government originally intended to compensate
fishers if quota was reduced. This proved unworkable,
and in 1990 proportional quotas were introduced. This
means that if the TACC is reduced or increased, quota
holders have their quota lowered or raised in proportion.
Quota holders were compensated during the transition
period. Since this time they have received no compensation
for reduced quota but, on the other hand, will not have
to pay anything if it is raised.

More
recently, in 1996 a revised Fisheries Act was enacted
which was designed to refine and simplify the Quota
Management System and provide for fisheries management
in the wider context of the environment.

Discuss
other problems facing fisheries today. If students are
not aware of current issues or, if you need more information,
ask your teacher to invite someone from the Ministry of
Fisheries (MFish) to come and talk to your class. Alternatively
you could write to MFish as a class, asking about recent
issues, and how they are dealt with. |
